Hutchison Whampoa Ltd is looking for European Union approval over its $15.8 offer for Telefonica's British mobile company O2, the same day regulators announced new tougher approach towards mergers in the market. According to the European Commission a final decision on the deal would come by Oct. 16. If approved the deal would make Hutchison's Three UK units the second biggest of the UK's three remaining network operators. Hutchison might have problem with regulators in the EU after Margrethe Vestager, European Competition Commissioner, said she was ready to veto a deal between TeliaSonera and Telenor to merger forces in Denmark because they didn't offer enough concessions.
